Grant Conditions

Eligible

Properties must be located in the City of Miami Beach.
Applicant must be the property owner or obtain a commitment from the ownership structure.
Eligible properties must be either residential (single-family or multi-family) or commercial.
Only project costs related to flood risk mitigation activities are reimbursable under this program.
The grant is “match” based: the City will reimburse 50% of total program costs up to $20,000.*
- Program costs include the property flood risk assessment and resilient flood improvements
- $2,500 funded by the City for flood risk assessment
- Property owners reimbursed half of the project costs up to $17,500
- Qualifying low-to-moderate income households are not required to provide a grant match up to $17,500
In order to be eligible for funding, properties must be in good standing with the City and may not have any pending City fees or fines, or be involved in any litigation with the City of Miami Beach.
Seasonal residents are eligible to apply but must indicate their “seasonal” residential status on the PPA application under the “Basic Information” section. If the Applicant Address differs from the Property Address, it must be clearly indicated.

Ineligible

Properties built according to new building standards of at least 1’ above Base Flood Elevation (BFE) are ineligible.
A standalone parking lot is ineligible.
Only projects that directly address resilient flood mitigation will be considered and only work that is related to flood risk mitigation will be reimbursable.

*All applications will be reviewed, evaluated, and prioritized according to available funds. An application does not guarantee funding.

Required Information and Documentation

1. Property Elevation Certificate

An elevation certificate documents the elevation of your building for the floodplain managers enforcing local building ordinances and for insurance rating purposes. It also helps to inform mitigation actions that will lower flood risk. They are required for all new construction and substantial structural improvements.

The City may have copies of elevation certificates for properties built after 1995. Your property developer or builder may also have an Elevation Certificate. If you are unable to find one documented, a licensed land surveyor, engineer, or architect may be able to certify and issue a new Elevation Certificate.

For properties built after 1995, you may submit a request to obtain a copy of your Elevation Certificate via the Miami Beach Citizen Self-Service (CSS) Portal:

The MB Building Department has launched a faster and simpler way to submit a records request with the Building Department. Just follow the instructions provided here to apply via the Citizen Self-Service (CSS) portal.

Please allow 5 - 7 business days to process your request. You will be notified as soon as your request is ready.

If the Building Department does not have your elevation certificate on file and you are unable to locate one, you may need to hire a surveyor to conduct an elevation certification. Owners should ensure that the Elevation Certificate is prepared by a Florida Professional Licensed Land Surveyor and also the licensed surveyor should be familiar with the FEMA Elevation Certificate Form and Instructions. They can check surveyor information and obtain the Miami-Dade County list of licensed surveyors at the Florida Department of Agriculture and Customer Service’s website: Business Search (fdacs.gov)

3. Proof of Property Flood Insurance

As a coastal barrier island, 97% of properties in the City of Miami Beach are located within or near a High-Risk Flood Zone Area (Special Flood Hazard Areas - “SFHA”), as mapped by FEMA. The flood zone requires flood insurance coverage for any building with a federally backed mortgage and is encouraged for all properties on Miami Beach.

Flood insurance is required to apply for this program.

5. Signed License Agreement Allowing a Site Visit to the Property (if the Applicant is Accepted to the Program)

To conduct Phase I of the program and complete the flood risk assessment, City staff and consultants will need to visit the property and meet with the property owner or representative. Please download and sign this license agreement allowing the City and the PPA consultants to enter the premises if the property is accepted into the program.

Residential properties will use this form.

If the applicant is a business leasing a space in a property (a business tenant) please use this form.

If the applicant is a commercial property owner, please use this form.

6. Income or Rent Information (Required for Low-To-Moderate Income Applicants)

For Single Family Homeowners:

You must supply income verification documents to apply as a low-to-moderate income property.

Please provide documentation for ALL those living in the household 18 years and over.

Identification

Florida-issued Driver's License or Identification Card (valid and reflecting the address for which the applicant is seeking rent assistance)

Income Eligibility (one of the following options):

Last 3 months bank statements where all money is held.
Or last 3 months of pay stubs or verification of employment
Or last year's taxes and last 3 months of pay stubs
Or profit and loss statement for self-income earnings
Or a benefit letter (social security administration, SNAP, Pension, 2023/2024 participation in MB Housing and Community Service program, etc)

If you do not currently have any source of income, please provide a notarized certification of no income.

Note: If you have already been selected for Miami Beach Housing & Community Service programs, you will be pre-cleared for their income verification. Please submit proof of participation in any program(s).

For Multifamily Complexes:

The US Department of Housing and Urban Development (HUD) has identified rent limits that correspond to an income of 140% Area Median Income (AMI). The rent limit of a qualifying one-bedroom unit is $2,530 per month. To qualify as an LMI property, more than half (50%) of units must charge rent that is equal to or less than the limits set in the table below.

If the property is a commercial building and the applicant is a tenant and not the building owner, this form is required. Please complete and have the building owner sign the form and upload it with your application.

For buildings that are owned by an entity/organization (such as an LLC), download, complete, notarize, and submit this form.

For buildings that are owned by an individual (other than the applicant), download, complete, notarize, and submit this form.
