PPA Phase I Assessments Overview
Onboarding: Upon acceptance into the PPA Program, applicants will receive an invitation from the City and its prime consultants, Brizaga Inc., to join an onboarding call. During the onboarding call, consultants focus on identifying the current flood exposure and experiences of the participant and any preferred adaptation alternatives along with budget and site constraints.
Site Visit: The purpose of these site visits is to document the property’s site conditions and challenges, and to understand the property owners’ priorities and interests. City staff may attend this site visit as well to assist in gathering participant feedback and priorities. During the visits, consultants and city staff review information shared by the participant during the onboarding call and tour the premises with the participant. Consultants may take photos or videos to document the condition of the building and the landscape.
Report Drafting and Finalization: City consultants at Brizaga review the information provided by the participant throughout the process, data gathered from documentation provided and online databases, and findings from the site visits to provide a detailed report on the flood conditions of the property and flood risk mitigation alternatives suitable for the property's characteristics. After a review from City staff, the Phase I Assessment Reports are sent to participants.
Phase I Offboarding Call: City consultants schedule calls with participants to review the Phase I Assessment Reports and discuss the next steps to continue to Phase II: Design and Construction.
PPA Kickoff: The City will host an annual Phase II Kickoff event after Phase I is completed. This workshop will serve as a great opportunity to receive additional feedback on your desired flood risk mitigation project and to receive guidance on permitting and code restrictions.
